- Lets the State of North Dakota relinquish state land grant parcels inside reservations and select unappropriated federal land of substantially equal value in exchange, in one or more phases.
- Requires the Secretary of the Interior to approve or reject each phase's selection within 180 days and to convey the federal land within 60 days of approval.
- Caps equalization payments or ledger imbalances at 25 percent of the federal parcel's value, and requires appraisals with public inspection before any exchange.
- On request of an affected tribe, takes the conveyed land within the reservation into trust for that tribe and treats it as part of the reservation, while protecting existing treaty rights and trust lands.
