- Sets the Northwest Straits Advisory Commission at 14 members: seven chosen by county marine resources committees, two by the Interior Secretary for Tribal governments, one by the Washington governor for the Puget Sound Partnership, and four Washington residents not employed by government.
- Directs the Commission to support local marine resources committees, collect marine data, recommend restoration projects, and consult Tribal governments so its work does not violate treaty rights.
- Has a NOAA employee serve as a liaison to the Commission, with service limited to that role and no obligation to perform Commission duties.
- Requires an annual report to Congress and the public on activities and progress toward five benchmarks, including habitat protection, healthy fish and shellfish populations, and water quality.
