- Gives Utah jurisdiction over civil cases in which the Shivwits Band of Paiutes is a party and that arise on or within its Indian lands.
- Treats contracts and leases affecting the Indian lands, or involving the tribe, as commerce under the federal arbitration statute, and deems related causes of action to arise under federal law for federal court purposes.
- States that the Act does not waive the tribe's sovereign immunity from unconsented suits or its authority to waive that immunity.
- Amends the 1955 leasing statute to add land held in trust for the Shivwits Band of Paiutes to the lands covered by its leasing authority.
