- Requires the Board of Governors to begin a review of discount window lending within 60 days after enactment and finish it within 240 days.
- The review covers lending effectiveness during financial stress, technology and cybersecurity, coordination with other regulators, operating hours, and the stigma banks associate with borrowing.
- After the review, the Board, consulting the Reserve Banks, identifies deficiencies and writes a remediation plan with timelines, milestones, and interim controls.
- Requires a report to the House Financial Services and Senate Banking committees within 365 days, annual progress reports after that, and a repeal of this section once the Board certifies the plan is fully implemented.
