- Requires the Hope Family Trust to convey its roughly 4,660 acres of mineral interests within the Crow Reservation in Big Horn County to the Tribe, which the United States holds in trust at the Tribe's request.
- Exempts the Tribe's trust mineral interests from state taxation and requires the Tribe to notify the Secretary of an agreed revenue-sharing formula before the conveyances.
- Exchanges about 959 acres of surface land owned by Musselshell Resources LLC for about 940 acres of federal surface land, and provides that benefits under the Act do not reduce federal services to the Tribe or its members.
