- Lets presiding judges in federal appellate courts permit photographing, recording, broadcasting, or televising of proceedings, unless doing so would violate a party's due process rights.
- Lets federal district court judges allow the same coverage, with that district court authority ending 3 years after enactment.
- Prohibits coverage of jurors and the jury selection process, and bars audio pickup of private attorney-client conferences that are not part of the official record.
- Requires judges to obscure a non-party trial witness's face and voice on request, and directs the Judicial Conference to issue mandatory guidelines within 6 months protecting vulnerable witnesses such as crime victims, minors, and undercover officers.
