- Directs the Defense Department to expand the Individual Longitudinal Exposure Record to document toxic exposures, including those inside the United States, and related medical information, and to make it available to VA providers, researchers, and benefits specialists.
- Presumes that military members and Defense civilian employees who are or were stationed or employed at facilities on the Department of Energy's covered facilities list were exposed to toxic substances.
- Classifies the Nevada Test and Training Range as a location where contamination occurred and requires the Air Force to identify members stationed there since January 27, 1951, without requiring them to prove their assignment.
- Adds Nevada Test and Training Range service to VA radiation-risk activity rules in title 38, and adds lipomas and tumor-related conditions to the presumed service-connected conditions for covered veterans who served there.
