- Requires the Secretary of State to report to Congress within 60 days after the effective date on whether Ukrainian children taken since February 2022 have been reunited with families or guardians in a secure environment, whether their reintegration into Ukrainian society is underway, and whether Russia has stopped attacks on European and Ukrainian civilian infrastructure, assassination attempts on political targets, and attacks on civilians in Ukraine.
- Requires the Secretary to designate Russia a state sponsor of terrorism under three existing laws if all of those actions cannot be certified.
- Allows the Secretary to rescind the designation 45 days after certifying that Russia has not supported international terrorism for the prior three months, has given assurances it will not do so, that all affected children have been reunited with families and guardians, and that reintegration is underway.
- Bars attachment or execution of blocked or immobilized Russian sovereign assets to satisfy U.S. court judgments arising from the designation, and preserves victims' rights to seek compensation from other sources. Takes effect one day after enactment.
